Chapter 7 - The Truth Behind Reaper Seven

By midday, federal investigators had secured the observation station and transferred Daniel to a protected location.

The encrypted drive was copied, verified, and sealed. Its contents were then examined by an independent forensic team.

The evidence was devastating.

Meridian had received classified information from accounts connected to Blackwood's command. The company had used that information to secure lucrative contracts and make payments to intermediaries.

The original Reaper Seven records showed that the intelligence leak had occurred before the operation began.

It had not been an unfortunate accident.

Someone had deliberately exposed the mission.

Daniel's report also contained a list of people who had known about the leak.

Blackwood was on it.

So was a civilian executive named Victor Sloane, the chief operating officer of Meridian.

But the final name was the one that troubled me most.

Deputy Secretary Richard Vale.

A senior civilian official with direct access to defense policy and classified budget decisions.

If Vale had protected Blackwood, the investigation could reach far beyond Camp Pendleton.

General Cross read the report in silence.

"I approved the initial restriction because I believed the breach came from outside the command," he said. "Vale told me the source had been identified."

"And you trusted him."

"Yes."

"Did he tell you Daniel had died?"

Cross nodded.

"His office delivered the report."

Daniel stood near the window.

"Vale knew I survived. He just needed everyone else to believe I hadn't."

I turned toward him.

"Can you prove that?"

Daniel handed me a second file.

It contained a recorded telephone conversation between Vale and Sloane.

Their voices were clear.

Vale discussed the financial exposure and the need to prevent the original files from reaching investigators. Sloane described the contingency plan to discredit anyone who reopened the case.

Then Vale said something that made the room go silent.

"Reaper Seven must remain a closed chapter. If Ward discovers the connection, she becomes the next problem."

The recording ended.

Cross closed his eyes.

For a moment, he looked older than I had ever seen him.

"I should have questioned the report."

"Yes," Daniel replied.

The general accepted the words.

"I won't make that mistake again."

We had enough evidence to pursue warrants and secure the remaining records, but we still faced one obstacle.

Vale knew we were investigating him.

And he controlled the office responsible for authorizing the upcoming equipment transfer.

If the transfer proceeded, evidence could disappear into a private contractor's hands before investigators could intervene.

We needed to stop it without alerting the people responsible.

I proposed a controlled operation.

The official transfer would proceed under observation. The evidence would be secured, and independent investigators would monitor every communication. No one would be permitted to alter the records or move the equipment without authorization.

Cross listened carefully.

"You're proposing we let them believe they still have control."

"Exactly."

Daniel nodded.

"Blackwood will try to use the exercise as cover. He'll think everyone is focused on the parade ground."

"And where will you be?" Cross asked.

"Wherever the evidence needs me."

I looked at Daniel.

"You are not going back into the field alone."

He smiled faintly.

"I was hoping you'd say that."

For the first time, we were working together again.

Not as two people trapped by a secret.

As a team determined to end it.

That evening, I received a message from an unfamiliar number.

VALE KNOWS ABOUT THE RECORDING.

Another message followed.

HE HAS AUTHORIZED BLACKWOOD TO DESTROY THE TRANSFER RECORDS TOMORROW.

Then a final line appeared.

THE REAL TARGET ISN'T THE EQUIPMENT. IT'S THE PEOPLE WHO CAN PROVE WHO ORDERED THE LEAK.

I read it twice.

Someone inside Vale's organization was helping us.

But I didn't know who.

And I couldn't afford to trust an anonymous message.

Tomorrow's operation would decide whether we exposed the conspiracy—or watched it disappear for a second time.
